The incumbent inspects all phases of contract construction of power transmission lines, substations, communications sites and other associated facilities to insure conformance with contract provisions, identifies problems, and reports potential problems. Informs contractors of requirements concerning construction specifications, scheduling, progress reporting, safety measures, wage and hour law observance, payroll records, etc. Confers with contractors representatives to resolve differences of opinion. Reports on situations in controversy with contractors which may lead to formal claims by contractor such as labor strikes, unusual weather, etc. Confers with professional and technical personnel in various divisions of Westerns Corporate Service office, Regional & Maintenance offices, other Government agencies, and private firms on matters related to the accomplishment of the above work. Travels to sites of proposed construction to gather supplemental field data and/or to consult with private contractors or suppliers serving the area. Ensures that safety is fully incorporated into the design and construction by using appropriate standards, guidelines, and practices in the construction of Western power facilities. The incumbent is also responsible for planning, organizing, coordinating, and preparing engineering estimates, designs, drawings, and specifications for field construction for a diverse variety of projects ranging from electrical equipment and buildings, to equipment structures, etc. Defines the criteria for and gives technical review to employees assisting him/her in the preparation of detailed designs and construction drawings of design work for the UGP Region such as; related electrical systems and structures for substations, transmission lines, and rehabilitation work for O&M projects; performs detailed designs and construction drawings. Directs/performs computation of quantities of work for pay items, determines current cost data, and is responsible for the engineering estimates based thereon for use in comparing contractors bids for construction work. In conjunction with engineering design work performed, prepares specifications and solicitations for construction work, and substantiating engineering design intent in narrative form.
